Az AAM Tanácsadó Zrt. két Európai Uniós keretszerződésnek (FWC) köszönhetően felkerült az Európai Bizottság minősített beszállító listájára két szakterületen is: LOT3 Telekommunikáció és IT, valamint LOT7 Közigazgatás és Belügy. Az FWC egy egyszerűsített közbeszerzési eljárás kis értékű projektekre (200.000€ alatt), célja, hogy az Európai Bizottság gyorsabban, hatékonyabban támogathassa a „harmadik országbeli” intézményeket. Az egyes keretszerződések különböző szakmai területeket fednek le, valamint az összes fontosabb közösségi programot és régiót, köztük a PHARE, ISPA, SAPARD, TACIS, CARDS, OBNOVA, ALA, MEDA, FED programokat. A keretszerződések többnyire 3-5 évre szóló szerződések, amelyekben konzorciumok válnak "beszállítóvá" adott szakterületen (LOT).

Customs/NCTS experts in Macedonia for fixed term
We are looking for Customs/NCTS experts in Macedonia for fixed term (starts no sooner than November 2010) with the following profiles:
Key Expert 1, Team Leader, (indicatively 220 working days)
The team leader should have a broad general knowledge of all processes and issues related to functioning of a Customs Administration within the EU.
The team leader will be responsible for overall coordination and implementation of the project activities, also directly participating in such activities as required, especially those related to studies and gap analysis, drafting and advising, as well as in training.
Qualifications and skills
- Minimum Bachelors degree and preferably, education up to Master’s Degree (where a university degree has been awarded on completion of a four-year course of study) in Economics, Law, Business Administration or other areas relevant to the project; or equivalent 10-year professional experience in areas associated with the project (additional to the requirements of the General professional experience);

Project description:
The overall objective of the project of which this contract will be a part is as follows: To promote registered employment through strengthening the capacity of social security institution, coordination among relevant public institutions and social partners in order to provide sustainable economic growth with more and better job and greater social cohesion.
The purpose of this contract is as follows: To increase the capacity of SSI, other relevant institutions, social partners and relevant NGO's,and to support them for the preparation and implementation of relevant strategies in order to promote registered employment
Results to be achieved by the Consultant
Result 1. Capacity of SSI, relevant institutions and social partners to promote registered employment is improved.
Result 2. A trainer corps is established to conduct future internal training of the SSI staff.
Result 3. Cooperation and coordination between SSI and other relevant ministries are increased.
Result 4. Models for inter ministerial cooperation (e.g. a monitoring system for registered employment) are identified, developed, and tested in the selected areas and locations.
Result 5. New common database for cross institutional use is developed and in operation.
Result 6. Awareness is increased at national and regional level about the importance of registered employment and social security.
Result 7. Field studies are conducted and labour market analysis are produced, and the structures of unregistered employment in required regions/sectors are described.
Result 8. Results of the grant projects at national and regional level are disseminated.

Short-term expert post on regional statistics and EU NUTS classification
Post: Expert on regional statistics and EU NUTS classification
Location: INSTAT main office, Tirana, Albania and INSTAT Regional Offices if required

Background
According to the EU 2008 progress report for Albania as potential candidate country (COM 2008, 674), the country has recently progressed in the implementation of a statistical regional infrastructure. Most major statistical classifications are in place and comply with EU standards. However, a classification of statistical regions comparable to the NUTS level II is not yet established. Efforts are needed to improve statistics on regional level in order to satisfy new demands generated by the on-going decentralization process.
In the framework of the improvement of the Albanian Statistical System in line with EU requirements, the National Statistics Office of Albania (INSTAT) is working for the reinforcement of the capacity of INSTAT regional offices in producing sustainable and reliable regional data following NUTS regulation statistics. INSTAT main office has planned to carry out in the framework of the EU funded project "Technical Assistance to the National Statistics Office and its Regional Offices", a set of training activities for INSTAT regional staff in different statistical sectors, including macroeconomic statistics, data collection and analysis, design of questionnaires, social statistics, census taking (Agricultural census, Economic census, and Population census), and IT tools for statistics.
The medium-long term strategy about the role INSTAT regional offices would play in the framework of the Albanian National Statistical System is under discussion, and the preparation, in collaboration with INSTAT, of a specific technical proposal for NUTS classification in Albania would facilitate the compliance of the whole National statistical System with EU standards.
Requested services
The expert is expected to provide support as follows:
- Training of INSTAT staff at Regional and Central level on regional statistics (2 days);
- Preparation of a technical proposal for NUTS classification in Albania (5 days);
- Advice on methods to obtain the additional statistical data needed at regional level (3 days).
The expert will work in close collaboration with a local IT short term expert on regional statistical databases, and as a member of the INSTAT working group on regional statistics (WGRS).
Required outputs
The expert is expected to provide a technical proposal for the classification of Albanian territorial units according to NUTS regulation.
The following inputs are also expected from the expert:
Activity 1):
- Preparation of training materials and giving lessons on regional statistics
Activity 2):
- Identify the socio–economic indicators in place at regional level in Albania
- Provide the definitions of the socio–economic indicators according to the European Regional and Urban Statistics Reference Guide, 2009 version
Activity 3):
- Develop draft methodology to be applied. Special attention has to be given to the territorial unit’s definition (NUTS classification)
- Improvement of the existing statistical database at regional statistical units
Profile required of the expert
The expert should demonstrate through its CV the following knowledge and professional capacity:
Professional qualifications
Advanced university degree (Masters Degree or equivalent) in statistics, economy, finance, management, geography, social anthropology, sociology, law, political science or at least 15 years of professional experience in the statistical sector.Language skills
Fluency in English language. Fluency in Albanian will be considered as an advantage.Work experience
At least 5 years experience in statistics and/or demography; experience in regional statistics and indicators, Knowledge of the EU Regio database, and of the EU NUTS classification in EU member countries and in candidate countries.

Project Leader
