Az AAM Tanácsadó Zrt. két Európai Uniós keretszerződésnek (FWC) köszönhetően felkerült az Európai Bizottság minősített beszállító listájára két szakterületen is: LOT3 Telekommunikáció és IT, valamint LOT7 Közigazgatás és Belügy. Az FWC egy egyszerűsített közbeszerzési eljárás kis értékű projektekre (200.000€ alatt), célja, hogy az Európai Bizottság gyorsabban, hatékonyabban támogathassa a „harmadik országbeli” intézményeket. Az egyes keretszerződések különböző szakmai területeket fednek le, valamint az összes fontosabb közösségi programot és régiót, köztük a PHARE, ISPA, SAPARD, TACIS, CARDS, OBNOVA, ALA, MEDA, FED programokat. A keretszerződések többnyire 3-5 évre szóló szerződések, amelyekben konzorciumok válnak "beszállítóvá" adott szakterületen (LOT).

We are looking for Key experts in statistics and social surveys (expected starting date: November 2010) with the following profiles:

The minimum requirements for the senior expert are following:

The expert will assist INSTAT in the preparation of census questionnaires, field manuals and training materials; the organisation of a Post Enumeration Survey; and the provisions of relevant training. The expert will also assist INSTAT in the organisation of fieldwork operations, procurement, distribution of Census materials, coordination with regional offices and training.
Qualifications and skills

Project title: Management Support to the New Computerised Transit System (NCTS) Implementation

Overall objective
To support the country in the process of fulfilling the EU pre-accession requirements, concerning accession to the Common Transit Convention, including support to the implementation of the New Computerised Transit System (NCTS) and CCN/CSI.
Purpose
The purpose of the present assignment is to provide technical assistance support to the MCA to:
- strengthen its operational capacity in accordance with the EU standards in core customs business areas of the European Communities customs transit control,
- ensure full compatibility and interoperability of the MCA IT system with the NCTS, and
- achieve full interconnectivity with the European Commission/DG TAXUD systems, enabling the exchange of data within the framework of the CCN/CSI infrastructure.
Results to be achieved by the Consultant
- Administrative capacity increased and legislative changes introduced. This will result in:
- Project management methodology implemented during the life cycle of development and implementation of the transit/NCTS system. This will result in:
- Report on interoperability options in respect of connection to SEED gateway produced.
- Awareness campaign completed in line with EU visibility guidelines.

The team leader should have a broad general knowledge of all processes and issues related to functioning of a Customs Administration within the EU. Project title: Development of modern information system for Strengthening Anti-Corruption Inter-Agency Co-operation - central database application and Intranet/Internet access

He/She will be responsible for providing support to the project team in administrative and professional tasks and supporting the work of the key experts.
The assistant’s tasks will include:

Customs/NCTS experts in Macedonia for fixed term
We are looking for Customs/NCTS experts in Macedonia for fixed term (starts no sooner than November 2010) with the following profiles:
Key Expert 1, Team Leader, (indicatively 220 working days)
The team leader should have a broad general knowledge of all processes and issues related to functioning of a Customs Administration within the EU.
The team leader will be responsible for overall coordination and implementation of the project activities, also directly participating in such activities as required, especially those related to studies and gap analysis, drafting and advising, as well as in training.
Qualifications and skills
- Minimum Bachelors degree and preferably, education up to Master’s Degree (where a university degree has been awarded on completion of a four-year course of study) in Economics, Law, Business Administration or other areas relevant to the project; or equivalent 10-year professional experience in areas associated with the project (additional to the requirements of the General professional experience);
- Full working knowledge of EU Customs standards and legislation and of the Convention on Common Transit/NCTS;
- Ability to work in a multiethnic environment and manage a team of international and local staff;
- Ability to supervise and co-ordinate all technical aspects of a contract;
- Ability to ensure good communication and coordination with the Beneficiary, the Contracting Authority and other partners and stakeholders;
- Excellent presentation, communication, reporting and drafting skills;
- Fluent in both spoken and written English;
- General professional experience
- Minimum of 10 years working experience in the Customs business, or other area associated with this project, either as a staff member or as an external consultant or advisor; (over and above the requirements of the paragraph “Qualifications and skills” above) of which minimum 5 year (preferably 10) experience with an EU or accession country Customs Administration;
- Knowledge of EU best practices in Customs business;
- Previous experience with EU-funded projects in transition economies
- Specific professional experience
- Solid experience in the field of Common Transit and NCTS procedures, with an excellent understanding of relevant issues;
- Previous experience in projects introducing the Common Transit / NCTS system would be a definitive asset;
- Previous experience in delivering technical assistance in the region would be considered an advantage.
- Experience as Team Leader in at least one, preferably more EU-funded projects
Key expert 2, Customs IT Expert, (indicatively 180 working days)
The Customs IT Expert should have a broad general knowledge of all processes and issues related to functioning of a Customs Administration within the EU. The Senior Customs IT Expert will also be in charge of drafting, supervising and coordinating IT issues related to this project.
Qualifications and skills
- Minimum Bachelors degree and preferably education up to Master’s Degree (where a university degree has been awarded on completion of a four-year course of study) in Information Technology or equivalent areas; or equivalent 10-year experience in technical areas associated with this contract (additional to the requirements of the General professional experience);
- Full working knowledge of EU Customs standards and legislation and of the Convention on Common Transit/NCTS;
- Excellent presentation, communication, reporting and drafting skills;
- Fluent in both spoken and written English;
- General professional experience
- Minimum 3 year (preferably 6) experience in the IT Customs area (over and above the requirements of the paragraph “Qualifications and skills” above);
- Previous experience with, preferably, EU-funded projects in IT.
- Specific professional experience
- Solid experience in the field of Common Transit and NCTS procedures, with an excellent understanding of relevant issues, especially concerning the IT sector;
- Previous experience in projects introducing the Common Transit / NCTS system, as well as previous experience in drafting technical specifications in the relevant sector, would be a definitive asset;
- Previous experience in delivering technical assistance in the region would be considered an advantage.

Statistics IT expert (fixed term, Western Balkans/Turkey)
Professional requirements:
- sound knowledge of the best practices relating to IT structures, IT management and project management
- at least 5 years in the field of statistics
- strong experience on the best practices relating to data management, data administration and data security, with a strong emphasis on meta data management.
Starting date of the project is no sooner than 2010 Q1.
