Non-Key Experts in Albania

The project started in April 2024, and will last for 18 months. The specific objectives are:

  1. Outcome 1: Support to elaborate/develop a five-year Strategic Plan for State Advocate’s Office by defining specific objectives which will guide the State Advocate’s Office operations in its quest for effective and efficient provision of legal counselling, legal assistance and representation of the Albanian state before national and international courts and/or other legal proceedings to which the state is a party.
  2. Outcome 2: Support to improve and strengthen the institutional capacities of the State Advocate’s Office through provision of continuous training/ capacity building activities with special focus on the case law established and best practices of European Union member states, with regard to the outline of proceedings before foreign, international and arbitration courts.

Currently, our project team is looking for Senior and Junior Non-Key Expert (NKE) candidates who would possibly be interested in contributing to the subject project. This would essentially mean short-term missions to Tirana, Albania, given that the project requires on-site presence.

We welcome CV submissions to anna.salomvari@aam.hu, preferably in the EU format, from experts experienced in one or more of the followings areas:

  • EU human rights and fundamental freedoms protection and promotion.
  • European Judicial Practices with a strong focus on the European Court System, the ECHR and International Arbitration System.
  • Preparation/revision of strategic documents and policy papers in the area of justice and fundamental freedoms protection and promotion.
  • Developing, coordinating and conducting capacity building activities, preparation / revision of legal documents and training programs.
  • Drawing up training and development plans for lawyers working in the public sector or state advocates working for the State Attorney Office.
  • Knowledge of the Albanian legal framework is considered an asset.

Initial assessment of the CVs against the ToR criteria will be done by the project team, and the final selection of the NKEs to be involved in the implementation will have to be formally approved by the Contracting Authority.

Please take into account, that the prospective NKE candidates will have to fulfil the following requirements as per the Terms of Reference (ToR), certified by third-party documentary evidences (i.e. reference letters) if requested:

SENIOR NKE Qualifications and skills

  • Master’s degree or equivalent degree in law, preferably in public / private international law, EU law or 10 (ten) years of equivalent relevant professional experience.
  • Preferably 7 (seven) but not less than 5 (five) years of professional experience in the area of expertise.
  • Fluency in English, both written and spoken (min 2 points in the scale from 1 to 5 where 1 is excellent and 5 is basic).
  • Computer literacy.

JUNIOR NKE Qualifications and skills

  • Master’s degree or equivalent degree in law, public international law, EU law or other relevant degree related to the project or 10 (ten) years of equivalent relevant professional experience.
  • Preferably 5 (five) but not less than 3 (three) years of professional experience in the area of expertise.
  • Fluency in English, both written and spoken (min 2 points in the scale from 1 to 5 where 1 is excellent and 5 is basic).
  • Computer literacy.
